Places for the arts, theatre, arts education, creative media and enterprise are often the focal point of the local community, and the activities and services they provide serve a wide range of audience groups, as well as providing employment. The for 2011/12 found that 63.3% of adults in England said that they had engaged with the arts three or more times in the past year, and 78.2% of adults had engaged at least once. This means that theatres are not in any use class, and any change of use from a theatre to any other use requires planning permission.
