The creation of the toolkit has been led by Culture East Midlands as part of a partnership between four Regional Cultural Consortiums (Culture East Midlands; Culture West Midlands; Culture South East; Living East); Arts Council England; Museums, Libraries, Archives Partnership; Thames Gateway South Essex Partnership; and Northamptonshire County Council.
Supported by both the Department of Culture Media and Sport and the Department for Communities and Local Government, the development of the toolkit, the three ‘action research” areas, and the associated training and dissemination programme is funded by HM Treasury’s Invest to Save Inclusive Communities budget (ISB).
In addition to the original partners in the ISB bid, the steering group for the toolkit included Sport England, English Heritage, CABE, and the ATLAS - Homes and Communities Agency; collectively working to ensure that the CSPT presents a comprehensive approach to planning for the culture and sport sector as a whole. Until September 2011 the ongoing work relating to the toolkit was overseen by the Living Places partners.
The Client Advisor during the toolkit’s development was Martin Elson, Emeritus Professor in Planning, Department of Planning, Oxford Brookes University.
The content for the toolkit was developed by the Town and Country Planning Association (TCPA).
The toolkit and Living Places website has been created by Sherry.
The toolkit partners would like to extend their thanks to everyone who gave up their time to take part in user testing, and to contribute case studies, images and information.
The Department for Communities and Local Government (DCLG)

The central government department responsible for policy on housing, planning, regional and local government and the fire service. It leads the Government’s agenda for creating sustainable communities. It also has responsibility for the Social Exclusion Unit, the Neighbourhood Renewal Unit, and the Government Offices for the Regions.
The Department for Culture, Media and Sport (DCMS)
The government department responsible for policy on sport, culture and the media. The national cultural agencies are non-departmental bodies sponsored by the DCMS.
The national development agency for the arts in England, distributing public money from Government and the National Lottery. Arts Council England provides the bedrock of arts funding in England and has a major role in brokering local partnerships and building capacity to deliver public access to the arts.
The Commission for Architecture and the Built Environment (CABE)
The Government’s advisor on architecture, urban design and public space. It works directly with architects, planners, designers, developers and clients, offering them guidance on projects that shape the public realm in the form of hands-on advice. It also inspires the public to demand more from buildings and spaces.

Charged with developing a Regional Cultural Strategy for each of the English regions. The RCCs worked with a number of cultural and developmental agencies at local, regional and national level to encourage a 'joined-up' approach to cultural development and champion the role of culture. Following the DCMS review of regional infrastructure, the RCCs ceased to operate as of 1st April 2009.
English Heritage 
The Government's statutory adviser on the historic environment, protecting England's heritage by promoting awareness, understanding and enjoyment of it. It seeks to unlock the potential of the historic environment through sustainable management of the best of the past in partnership with national and local decision makers.
Homes and Communities Agency (HCA)
The Homes and Communities Agency is the national housing and regeneration delivery agency for England. Their role is to create thriving communities and affordable homes. HCA work nationally but support the ambitions of their local partners to provide better places that offer great homes and good jobs.
HCA –ATLAS (Advisory Team for Large Applications) is funded by Communities and Local Government to help unblock the issues holding up decisions on large planning applications, increase the knowledge and expertise of local authorities in handling such projects, share good practice across the sector and act as a partner to local authorities and independent reviewer of large applications and issues.
The Museums and Libraries and Archives Council (MLA)
The national development agency for museums, libraries and archives, leading the drive to connect people to the wealth of knowledge and information, creativity and inspiration available through museums, libraries and archives.
Northamptonshire County Council
Responsible for promoting and investing in sport, helping the government meet its sporting objectives in this country and distributing both Lottery and Exchequer funds to community sport.
Thames Gateway South Essex Partnership
The Thames Gateway South Essex Partnership aims to deliver a better quality of life for all those who live and work in the area, believing that through one strong voice it can effect change by improving South Essex for years to come. It is committed to helping deliver 55,000 new jobs and 43,800 new homes to the region by 2021 through regeneration.
Town and Country Planning Association (TCPA)
TCPA works to improve the quality of people's lives and their environments through promoting and improving the art and science of planning. TCPA campaigns for the reform of the UK’s planning system to make it more responsive to people’s needs and aspirations and to promote sustainable development.
